How do we best envision the future and innovate in an organization with a very traditional structure and a professional staff with exceptional longevity?

There are talent, commitment, and resources, but they are not necessarily deployed so as to position the university libraries as effectively as they could be.  Although the resources are exceptional, the public service dimension is not as strong.  How do we achieve a cultural shift within the organization to balance the two essential components, namely, resources and services?
